Mandatory Safety Management System (SMS)
Safety management system is a management tool by which factory occupiers can better manage the hazards at their factories and ensure high standards of safety and health for their workers.
Since 1994, construction/building worksites and shipyards, with contract sum of work of more than $10 million, are required by law to implement a safety management system to safeguard the safety and health of workers. For worksites with contract sum of $30 million or more, the safety management system has to be audited by an independent and external auditors at least once every six months. Similarly, shipyards with 200 or more workers, are required to have their safety management systems audited annually by independent and external auditors.
Under the gazetted Factories (Safety Management System) Order 2000 which took effect from 1 March 2001, the following classes of factories are required by the Ministry of Manpower to implement safety management system and safety audits:
- Factories engaged in the processing or manufacturing of petroleum, petroleum products, petrochemicals or petrochemical products;
- Factories engaged in the manufacturing of semiconductor wafers; and
- Factories engaged in the manufacturing of fabricated metal products, machinery or equipment and in which 100 or more persons are employed
