Requirements for building products under Fire Safety and Shelter Department.

The Fire Safety & Shelter Department (FSSD) places great importance in the selection of buildings products with respect to fire safety of buildings. These products might be in discrete forms such as fire doors and fire extinguishers, or they might be non-discrete in nature such as fire rated partition and glass blocks. The proper selection and installation of these products ensure that the intent of the approved fire safety plans is achieved, namely that in a fire situation, occupants are able to evacuate to safety quickly, spread of smoke and fire is contained, fire protection systems are able to function as they should, and the Singapore Civil Defence Force (SCDF) is able to conduct its rescue and fire fighting operations. Hence, FSSD have been dedicating a significant amount of their time and effort to ensure that there is an adequate level of control over products going into the buildings. Hence, with the introduction of PLS, FSSD has worked together with PSB Corporation to implement the PLS as the vehicle of building products approval from the fire safety perspective. FSSD's new role in this approval process would be one of setting requirements and enforcement. Product control, such as type testing, batch testing, factory audit, market and factory surveillance, labelling, listing and publishing of listing directories would be carried out by TÜV SÜD PSB under the PSB Product Listing Scheme.

The list of FSSD regulated fire safety products

With the implementation of the PLS, qualified persons (QPs) should select the fire safety products that are listed under the PLS to meet the requirement of the Fire Code. Products shall be constructed in accordance with the tested specimen. Materials used shall be identical with the test construction. Usage of the listed products need to comply with FSSD's Code of Practice for Fire Precautions in Buildings. There shall be no modification to the prototype design. If modification is unavoidable due to site construction constraint or other reasons, satisfactory test/assessment report shall be submitted to TÜV SÜD PSB for further consideration, verification and approval for the modification. Note :

1. ASTM E119 and NFPA 251 are not acceptable for load-bearing elements.

2. To comply with requirements stipulated under clause 3.3.7 of Fire Code 2007.

3. The insulation criterion shall be min. 30 minutes.

4. Class ''0'' surface spread of flame.

5. Insulation criteria of ducting system shall have both internal and external rating.

6. Permitted for use in sprinkler protected buildings only.

7. Applies to upholstered seats and plastic seats, either in fixed position or retractable type.

8. Weathering tests shall include the following:

  • Heating test
  • Washing test
  • Sulphur dioxide test
  • Humidity test
  • Natural weathering test(for external use)
  • The requirements as stipulated under Clause 3.15.1 of the Fire Code

9. Materials containing plastics would not be allowed.

10. Combustible core is permitted only in sprinkler protected buildings.

11. Installation of UPVC window frame shall conform to the FSSD's Guidelines.

12. Materials used are listed for BS 476: Pt 4/11 or 6/7 under PLS Class 2.

13. Door closers used in fire-rated door are separately listed under PLS Class 1A

14. Insulating lining shall also achieve Class "1" flame spread rating.
